新西兰房主可能并没有充分了解自己房产真正面临的风险。一家保险公司警告称,公众获取自然灾害风险信息的渠道仍然不足。

Suncorp New Zealand首席执行官Jimmy Higgins表示,当人们考虑购买房屋时,应该更容易获得相关自然灾害风险信息。

Suncorp的研究显示,最近一次购房过程中,仅有57%的受访者考虑过自然灾害风险信息。

“我们希望,查看自然灾害风险能像调查学区、通勤距离或建筑报告一样,成为购房流程中的常规步骤。”

“太多房主依赖的是一些替代性信息,比如当地居民经验、保险价格,或者并没有真正理解自己正在参考的数据。”

自然灾害信息分散,买家获取困难

研究显示,59%的受访者表示,他们会通过市议会的官方数据了解自然灾害风险,这是最主要的信息来源。

其次是家人、朋友以及当地居民经验,占27%。

当被问及是什么阻碍他们获取自然灾害信息时,超过四分之一的人表示,他们不知道在哪里寻找这些信息;20%的人则表示,他们不知道有哪些信息可以获取。

Higgins表示,目前不同渠道提供的自然灾害信息非常分散,应该整合到一个统一平台,并采用更简单易懂的方式,让房主能够理解和获取相关内容。

Suncorp建议建立一个统一的“全灾害(all-hazards)”房产信息门户,制定全国统一的通俗化风险术语标准,并将保险和灾害风险评估环节提前至购房流程更早阶段。

目前,新西兰自然灾害信息门户(Natural Hazards Portal)会链接各地方政府提供的信息,但不同地区展示方式并不统一。

气候变化加剧风险,部分房产保险成本或上升

近年来,由于气候变化导致自然灾害风险增加,一些地区的房产保险变得更加困难或更加昂贵。

Helen Clark Foundation此前发布的一份报告估计,到2050年,奥克兰、惠灵顿、基督城和但尼丁可能有超过1万套房产面临无法投保的风险。

Higgins表示,目前社会不同领域对于自然灾害风险的理解并不一致。

“无论你是开发商、政府、地方议会还是保险公司,对自然灾害风险的定义和理解都有所不同。”

“我们认为,需要采用更加简单统一的方法来理解自然灾害风险,同时让房主能够通过一个中央门户轻松获取这些信息。”

风险房产仍可能因低价吸引买家

Cotality首席房地产经济学家Kelvin Davidson表示,该公司数据库中记录了房产洪水风险评分。

“西海岸、Napier以及Southland部分靠近河流的地区,洪水风险更高。但我们观察到的高风险市场规模相对较小。”

“例如,西海岸的风险可能高于基督城,但基督城市场规模更大。”

Davidson表示,数据显示,当飓风Gabrielle等灾害发生后,受影响或被认为存在风险的房产价格通常会下降。

“但过去两三年的情况是,这些房产确实存在价格折扣,但随后两三年内,它们的价格增长速度实际上比未受影响的房产更快,这一点有些令人意外。”

“但这也说明,目前一些买家看到的是折扣,然后认为:‘很好,更便宜、更容易负担,我可以接受这个风险,我会买。’”

“目前这样做似乎没有问题,因为这些房产可能仍然可以买到保险,而且保险价格也还算合理。”

“但问题在于,买家是否真正充分了解未来风险。如果五年或十年后再次发生灾害,保险费用持续上涨,最终可能变得无法承担。一些人可能会选择停止购买保险,而这将违反他们的贷款合同要求。到那时,这类房产未来可能无法出售。”

Davidson表示,虽然公众对于自然灾害风险的意识正在提升,但在保险仍然可获得的情况下,很多人并没有全面考虑长期风险。

未来自然灾害风险或成为房市核心问题

Davidson认为,自然灾害风险未来可能成为影响新西兰住房市场的主要因素。

“完全可以想象,未来10年、20年甚至30年,海岸线退缩、气候变化以及保险成本问题,可能会成为房地产市场最大的挑战。”

“它甚至可能取代可负担性问题,成为住房市场最重要的议题。”

“你甚至不一定要住在海边。河流、湖泊附近的地表洪水同样可能带来重大风险。”

“我认为,这将成为越来越重要的问题。希望公众意识也能随之提高,让人们在购房决策中真正考虑这些因素。”
